Human Resources Strategy for Researchers
Adhering to the University strategy on increasing international visibility of research, YSMU has expressed willingness to join the Berlin Declaration on Open Science and endorse the 40 principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers which means that the University is committed to develop the HR strategy for researchers and is willing to undergo all the subsequent cycles via the HRS4R process which is being implemented by EURAXESS.
The European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (Charter & Code) was issued by the European Commission in 2005. This is a set of general principles and requirements which specifies the roles, responsibilities and entitlements of researchers as well as of employers and/or funders of researchers. The aim of the Charter is to ensure that the nature of the relationship between researchers and employers or funders is conducive to successful performance in generating, transferring, sharing and disseminating knowledge and technological development, and to the career development of researchers.
The European Commission grants the “HR Excellence in Research Award” to the institutions which perform self-assessment of the research environment and present a 5-year action plan directed at improving the situation in line with the 40 principles of the Charter & Code.
The YSMU’s application for HR Excellence in Research Award consists of the following documents.
GAP Analysis – Which introduces the self-assessment of the research environment and identifies the needs for development.
OTM-R – is the checklist for Open, Transparent Merit-based Recruitment (OTM-R) which introduces the status of achievement in terms of the implementation of OTM-R policies.
Action Plan – is a comprehensive set of actions built for the coming 5 years with due regard to the 40 principles of the Charter & Code. The implementation of the action plan will improve the current status and will give opportunity to YSMU to take the HR excellence label.
The process for HRS4R at YSMU was initiated by the ERASMUS+ MINERVA project which was supportive in terms of providing training on the topic and guiding us by creating a network of applicants from Moldova and Armenia. The project led us to the submission to the award.
The application for “HR Excellence in Research Award” has been submitted to EURAXESS. The outcome of the application review will be published in this page and will be disseminated among target groups via other channels.
